Is it easy to get a Australian partner visa? Is it as simple as just filling out forms and ticking boxes?

Condition 8503! UPDATE: This information in 2016 is outdated. Condition 8503’s from Manila are extremely rare these days. We haven’t seen an 8503 in about 2 1/2 years.
