Does the Australian Citizen child still need an Australian visa?

No, not at all. The child may enter Australia and remain anytime at all, and will never need a visa.

Can the child with a citizenship by descent travel on their Philippine passport?

  Do you mean to travel to Australia? How would they see that the child had Citizenship? Must use an Australian passport.
