Do we need to make a permanent partner visa application for a Filipina visa holder in Australia

The exact question was:

You applied for a temporary partner visa for your wife from Philippines who is settled now in Australia. Do you need to make an application for her permanent partner visa?

Is it necessary to make an application for permanent residency for a holder of a temporary partner visa (Subclass 820 or Subclass 309)? How does she become a permanent resident? Does she need to make another application for this?
