Can a Filipina OFW apply for a partner visa in Hong Kong? Or does she need to apply for a visa in the Philippines?

There are many Filipina OFW’s (Overseas Filipino Workers) in Hong Kong, and many form relationships with Australian men and wish to go to Australia. The question is whether she can or must apply for the partner visa there in Hong Kong, or does she need to apply in Manila?
